Port of Gothenburg awards NCC the contract for Stena Line's Arendal terminal

The Port of Gothenburg has awarded NCC a design-build partnering contract for Stena Line's new Arendal terminal, signed on Tuesday. The terminal is expected to enter service in 2031, if the cost and the environmental permit allow construction to go ahead.

The Port of Gothenburg said on 7 October 2026 that it has awarded NCC the contract for design and implementation of Stena Line's new terminal in Arendal. The agreement was signed on Tuesday. It is the next step in the long-planned relocation and bringing together of Stena Line's terminal operations in the port.

The planned move from central Gothenburg to Arendal is part of the port's long-term development. Bringing Stena Line's Germany and Denmark traffic together in the outer harbour, next to other port operations and existing logistics infrastructure, is meant to give Stena Line better conditions to grow and develop. The land where today's terminals stand can be freed for urban development. The new terminal is expected to enter service in 2031. The port called the agreement signed on Tuesday an important step toward that.

Torbjörn Spetz, the port's head of infrastructure, said when the agreement was signed at the port company's head office that this is an important project for the Port of Gothenburg, for Stena Line and for the whole city. He said the port was very glad of the great interest from the market, and that in hard competition NCC was the one that overall best met the stated requirements and therefore won the procurement. The port looks forward to taking the next step with NCC.

The port said Stena Line looks forward to the next step, which gives the company the chance to develop the business for the long term with a new, modern terminal that from the start can be adapted for the new, environmentally friendly ships Stena Line has on order. Niclas Mårtensson, chief executive of Stena Line, said the move to Arendal gives good conditions for the company's continued transition and a chance to meet the needs of both freight customers and passengers, and that the company takes a very positive view of the relocation as a whole.

The contract is a design-build contract in partnering. The port and NCC will work closely during the design to settle the facility's layout and cost. The work is divided into planning, design and implementation. During the design in 2027, calculations will be prepared. Those calculations will form the target cost and a firmer basis for the implementation phase.

The implementation phase depends on the cost fitting within the funds available, and on an environmental permit being granted and becoming legally binding. The Land and Environment Court is considering the permit. The port said the outcome of that case cannot be anticipated.

The contract covers design of the future facility, with Sweco as the design consultant; calculations and a target cost for the implementation phase; an upgrade of terminal areas and water and wastewater systems; adaptation and refurbishment of the existing berths in Arendal; extension of a berth; foundation work for new linkspans; electrical and fibre installations; and a new security perimeter around the facility and security systems.

The port's indicative timetable is that NCC is awarded the contract and planning continues now; the terminal is designed and the calculations are prepared in 2027; the implementation phase can begin at the beginning of 2028, provided the environmental permit has become legally binding and the calculation fits within the available funds; and the estimated start of operations is 2031.
